辦理美簽時
竟然遭到拒絕
由於機票行程都定好了
朋友只好硬著頭皮再去辦一次
網路上眾說紛紜
大家認為馬上辦理第二次的通過機會不大
雖然如此
這次我的朋友做了充分準備
將能夠證明她沒有移民意圖的文件準備齊全
再加上我替她寫的一封邀請函
在被拒的兩星期後
她拿到了美簽
在替她寫這封邀請函時
我嘗試在網路上搜尋範例 都找不到
美國在台協會的網站上
只有明寫"商務邀請函"的重要
但其實美國的官方移民網站
有提到是可以替親友寫support letter的
所以 我找到了一些英文的類似的相關範例
替她寫了這封信 並且用OSU的 Letter head 打印出來
朋友在第二次面談時 沒想到 我的這封邀請函
成了最重要的文件
她也成功的申請到了美簽

I would like to request you to please grant XXX’s Visitor Visa to visit me during this December/January in the United States.
I am currently a doctoral student at XXX University. XXX is my very close friend from college when we both attended XXX University in Taipei. This December, as a winter break from school for myself, I invited XXX to visit me and stay with my family from Dec. XXX to Jan. XXX in Columbus, Ohio. We have arranged a trip to XXX together from Dec. XX to Dec. XX (as the flight ticket by XXX Airline). After the XXX trip, she will stay with my family for XXX.
I ensure you that XXX’s visit is purely a touring and visiting purpose. While my school will begin soon in January, there is no intention for her to stay in United States after January XXX. In addition, she also has her working plan scheduled in early January in Taiwan.
Once again, I would like to humbly request you to consider her application and grant her visitor’s visa. Thank you very much for your time and assistance.

Emily, 我是沒有提供護照資料 但是我的信件是用學校的Letterhead. 所以 感覺比較正式, 其實, 我後來也發現 我的學校也可以提供邀請函 我不知道你是不是學生 如果是的話 可以請校方的國際學生事務處幫忙 我是覺得問你是不是公民來決定發不發簽證給你的朋友 有點不合理耶 感覺比較像是被刁難了 或者面試官是想確定她或她的確是來拜訪朋友 而你確實存在 因為 通常面試官只是要確定你的朋友有沒有移民跳機意圖 anyway, 也許給你朋友你的護照影本或在學證明或工作證明 會有幫助 至少可以確定的是 我的朋友在兩三週內又去辦了一次 第二次時 她資料準備的很齊全 就通過了 Good luck!

您好:我看不懂這些原文.可以請您告訴我他的每個問題的大意嗎? WHAT IS SECTION 214(b)? Section 214(b) is part of the Immigration and Nationality Act (INA). It states: Every alien shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for admission, that he is entitled to a nonimmigrant status... To qualify for a visitor or student visa, an applicant must meet the requirements of sections 101(a)(15)(B) or (F) of the INA respectively. Failure to do so will result in a refusal of a visa under INA 214(b). The most frequent basis for such a refusal concerns the requirement that the prospective visitor or student possess a residence abroad he/she has no intention of abandoning. Applicants prove the existence of such residence by demonstrating that they have ties abroad that would compel them to leave the U.S. at the end of the temporary stay. The law places this burden of proof on the applicant. Our consular officers have a difficult job. They must decide in a very short time if someone is qualified to receive a temporary visa. Most cases are decided after a brief interview and review of whatever evidence of ties an applicant presents. IS A DENIAL UNDER SECTION 214(B) PERMANENT? No. The consular officer will reconsider a case if an applicant can show further convincing evidence of ties outside the United States. Your friend, relative or student should contact the embassy or consulate to find out about reapplication procedures. Unfortunately, some applicants will not qualify for a nonimmigrant visa, regardless of how many times they reapply, until their personal, professional, and financial circumstances change considerably. HOW CAN I HELP? You may provide a letter of invitation or support. However, this cannot guarantee visa issuance to a foreign national friend, relative or student. Visa applicants must qualify for the visa according to their own circumstances, not on the basis of an American sponsor's assurance. WHAT CAN YOU DO IF AN AQUAINTANCE IS REFUSED A VISA UNDER 214(B# FOR LACK OF A RESIDENCE ABROAD? First encourage your relative, friend or student to review carefully their situation and evaluate realistically their ties. You can suggest that they write down on paper what qualifying ties they think they have which may not have been evaluated at the time of their interview with the consular officer. Also, if they have been refused, they should review what documents were submitted for the consul to consider. Applicants refused visas under section 214#b# may reapply for a visa. When they do, they will have to show further evidence of their ties or how their circumstances have changed since the time of the original application. It may help to answer the following questions before reapplying: #1# Did I explain my situation accurately? #2# Did the consular officer overlook something? #3) Is there any additional information I can present to establish my residence and strong ties abroad? Your acquaintances should also bear in mind that they will be charged a nonrefundable application fee each time they apply for a visa, regardless of whether a visa is issued. WHO CAN INFLUENCE THE CONSULAR OFFICER TO REVERSE A DECISION? Immigration law delegates the responsibility for issuance or refusal of visas to consular officers overseas. They have the final say on all visa cases. By regulation the U.S. Department of State has authority to review consular decisions, but this authority is limited to the interpretation of law, as contrasted to determinations of facts. The question at issue in such denials, whether an applicant possesses the required residence abroad, is a factual one. Therefore, it falls exclusively within the authority of consular officers at our Foreign Service posts to resolve. An applicant can influence the post to change a prior visa denial only through the presentation of new convincing evidence of strong ties.
